The Stuffites are an unknown force utilized by the Panther Corporation to suppress entire populations.

The exact nature of the stuffites is unknown. They were first referred to in a speech by Marvin Jones to his troops, where he implied that they have been used in several other operations to subdue populations and allow Panther to walk through areas without suspicion. He warns his troops to not engage in risky behavior, since a strong emotional reaction could break someone's control.
Later, Marvin was shocked to discover that the people of New Zealand acted like they had no exposure to the stuffites, since they were well aware of the Panther army and set up a barricade to stop them. Stuffites have apparently been in circulation for over a decade, so the thought that New Zealand might be so far behind that they don't have them never crossed his mind.
